The Maryland Department of Public Safety and Correctional Services (DPSCS) sought a partner in devising a master plan and redevelopment for the state’s Correctional Complex in Baltimore City. The site, with many of its facilities predating the Civil War, has faced extensive challenges adhering to modern correctional facility standards.
PRIME AE, in partnership with Dewberry Architects, was engaged to provide a comprehensive facilities master planning effort for the complex, which included 11 major jail and prison facilities, as well as ten other structures that supported the correctional center. Among the many factors to consider were facility conditions, expansion opportunities, efficiency and sustainability, and an understanding of the unique challenges facing the complex.
One significant challenge was managing the current prison population residing within the complex, who would need a careful, detailed, and secure relocation plan, complete with phasing options. To that end, we worked closely with Central Control, DPSCS stakeholders, and the team’s security electronics and detention consultants. Our documentation included detailed sequencing plans, workflow diagrams, and specifications to look out for the safety of all involved.
Altogether, the redeveloped complex will span a range of buildings, structures, and facilities, to include two new inmate program and corrections staff buildings. The facilities will be modernized and meet LEED energy certification, using sustainable materials. Included in the plans are a new youth detention center and a new treatment center. PRIME AE’s partnership with the Maryland DPSCS is helping to usher in a new era for one of Maryland’s oldest institutions.
