We are pleased to welcome Ed Chamberlayne to PRIME AE as Vice President – Army Market Lead. Chamberlayne will have immediate responsibility for the maintenance, development, and growth of PRIME AE’s growing Army portfolio.
Ed is an experienced senior leader with both private industry and military experience who excels at leading, motivating, and inspiring teams to solve problems and deliver value to clients and stakeholders. He is a former U.S. Army Corps of Engineers (USACE) District Commander with over 25 years of military service. While serving as the commander of the USACE Baltimore District, he led a workforce of more than 1,100 employees, who oversaw an annual program of over $1.5 billion, provided support for 22 military installations, including international and interagency customers, and added water resources infrastructure between Northern Virginia and New York. While the commander of the USACE Charleston District, he led the District to expand and deepen the Charleston Harbor, support military and interagency clients across the United States, and balance responsible development and environmental stewardship throughout South Carolina.

An active member and leader in the Society of American Military Engineers (SAME) Northern Virginia post, Ed is currently serving as the post president through June 2022. In 2020, Ed was selected for induction into the Society of American Military Engineers (SAME) Academy of Fellows. The recognition honors his distinguished four-decade career in military and private engineering, and outstanding service to the organization.
Ed is also a co-leader of the SAME D.C./Northern Virginia/Mid-Maryland Post Leadership & Mentoring Program, which hosts approximately 15 SAME young members each year to provide leadership and mentoring opportunities monthly. One of his efforts with SAME has been to help retired and former military personnel successfully transition from public to private industry … an adjustment he understands requires patience and understanding from managers, colleagues, clients – not to mention from themselves – before success is realized.

His military education includes the Engineer Officer Basic and Advanced Courses, the Command and General Staff College, and the Joint and Combined Warfighting School. Ed is a graduate of Virginia Tech, where he received a doctorate in Industrial Systems and Engineering. Before earning his doctorate, he also received a bachelor’s and master’s degree in Civil Engineering from Virginia Tech. Ed also earned a master’s degree in Engineering Management from Missouri University of Science and Technology. He is a registered Professional Engineer in the state of Missouri.
Ed’s military awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal, Armed Forces Expeditionary Medal, Afghanistan Campaign Medal, Iraq Campaign Medal, Global War on Terrorism Service and Expeditionary Medals, NATO Medal, Combat Action Badge, the Air Assault Badge, and the Silver de Fleury Medal. He was also awarded the Order of the Palmetto by South Carolina Governor Nikki Haley in June 2013.
