Robert (Joe) Burns, III, PE has joined PRIME AE Group, Inc. (PRIME AE) as Vice President of Mid-Atlantic Water/Wastewater. Working out of the Baltimore, Maryland office, Burns will be responsible for the overall operation and growth of the water/wastewater practice in the region. His expertise in the industry will be a key asset to PRIME AE as the firm grows its water/wastewater business line.
Burns brings more than 46 years of experience to the firm having worked in the public and private sectors and on civil infrastructure projects including new and relocated utilities, sanitary sewers, water mains, storm drains, and water and sewage pumping stations. He was the Program Manager for DC Water and WSSC’s Sewer Consent Decree programs in Washington, DC and Prince George’s and Montgomery Counties, Maryland, respectively. Specific project experience includes: Little Patuxent Parallel Interceptor Sewer, Howard County, Maryland; Outfall Collection System Evaluation and Sewershed Plan, Baltimore, Maryland; and the Upgrade of the Sanitary Sewer System for Joint Base Andrews in Prince George’s County, Maryland.

Burns is a professional engineer licensed in Maryland and DC. He earned his Master’s degree in Environmental Engineering and Bachelor of Science Degree in Engineering from The Johns Hopkins University. He also served as the ACEC/Metro Washington Infrastructure Committee Chair from 2017 to 2019.
