PRIME’s Columbus office was selected to design the rehabilitation and widening of Alum Creek Drive, a vital traffic and freight corridor on Columbus’s southeast side. The project will require significant utility relocation, design of a Norfolk Southern railroad crossing, shared use/bike paths, multiple bus stop installations and landscaping.

City officials want the improved Alum Creek Drive corridor not only to add capacity to the north-south arterial but to improve pedestrian safety and give better transit access to commuters who live in nearby working class neighborhoods. Designs under this contract will need to accommodate access to the Agudas Achim Jewish Cemetery, an at-grade crossing by the Norfolk Southern Railroad, and multiple COTA bus stops.

PRIME performed a comprehensive structural, mechanical, and electrical condition assessment of the B-2 Test Stand at the Stennis Space Center. The B1 and B-2 Test Stand is a dual-position, vertical stand capable of static firing a test rocket up to 33 feet in diameter. The B-2 Test Stand is 295 feet tall and is equipped with a 200-ton main derrick lifting crane. The B-2 Test Stand, which has been used to test the Saturn V rocket and the space shuttle, is the largest rocket test stand in the country. It resides in a campus of 118,000 acres to provide an acoustic buffer zone and a safety zone around the facility.

To perform the assessment, PRIME engaged the services of a rigging contractor to assist its engineers in accessing parts of the stand which cannot be reached without some sort of temporary lift. PRIME engaged a concrete contractor to break out concrete in areas of suspected reinforcing steel corrosion and then patch the concrete after the inspection has been completed. A special detail was used for construction joints and has failed to perform; 3/4 of a mile of that joint will be removed to allow for inspection and the joint will be put back.

Testing laboratories performed tests in situ and on coupons removed from structural members and pipes to determine the extent of corrosion and evaluate the metallurgy. PRIME determined what repairs and improvements were needed, summarized them, and estimated cost and how long the work would take. The final report details the structural, mechanical, and electrical work which must be done along with associated estimated costs and schedules so that NASA can proceed with an organized approach to restoring Test Stand B2 to its fully rated capacity of testing rockets with 11,000,000 pounds of thrust. PRIME’s assessment is the first step in upgrading Test Stand B for service in the development of a heavy lift rocket for the Mars mission.

PRIME was retained to provide a structural and architectural visual inspection and subsequent utilization report of the Brainard Field Center. This service aided the new owner of the property, the Metropolitan District Company (MDC), to determine prospective uses for the building. The existing facility, a 72,000-square-foot, one-story building, was constructed circa 1960 and included several loading docks. Its prime use originally was warehouse/retail, but recent uses expanded to also include storefront/office space along Brainard Road.

To augment review of the existing physical conditions of the building’s structure and envelope, PRIME provided analysis of the facility in terms of general conditions and compliance with current building codes, life safety codes, and accessibility codes. This analysis further guided the owner in the development of options for the future uses and potential stakeholder groups for the facility.

In addition to the building assessment, a site evaluation was completed for the building. PRIME conducted a review of all exterior areas. The site analysis addressed parking and traffic circulation considerations for a variety of layouts. The options aided the owner in evaluating options as the needs and activity of each potential stakeholder group varied.

PRIME received a task order under its Nationwide Indefinite Delivery Contract for the U.S. Army Corps of Engineers (USACE), Louisville District, to conduct Full Facility Restoration Technical Assessments at seven U.S. Army Reserve Centers at sites in the states of California, Connecticut, Illinois, Pennsylvania, Utah, Washington, and Wisconsin. The purpose of the project was to evaluate the current conditions and usability of each facility and establish any future construction needs.

The evaluation consisted of a physical inspection of all site features including roads, parking, curbs and gutters, walks, exterior accessibility, signage, and fencing as well as underground site utilities such as water, stormwater, sanitary, and natural gas supply systems. The buildings were also subject to a physical inspection of all exterior and interior environment features. Exterior features evaluated included roofs, windows, settlement or cracks in masonry, foundations, and structural system. Interior features included doors, window treatments, interior finishes, and signage. After the evaluation was completed, a detailed report was produced that contained an executive summary, facility assessment, and recommendations for the site and each building evaluated as well as necessary appendices.

PRIME executed assessments of 62 buildings on The Ohio State University’s campus through its Facilities Operations and Development Department. Assessments totaled over 5.2 million square feet.

PRIME was responsible for conducting the architectural assessments of the subject facilities. One purpose of the assessments was to provide OSU Facilities Operations and Development personnel with a means to continue performing assessments from this point forward. The second purpose was to collect data for entry into software being written by the design team to provide a tool to evaluate the need for new construction, renovation, or replacement of facilities on campus. The software promoted collaboration while facilitating an innovative and efficient use of the University’s resources.

The assessments were carried out at an accelerated pace to accommodate the University’s summer quarter schedule. Each of the subject buildings was inspected by a team of architects, mechanical and electrical engineers, and a University Facilities Operation and Design area coordinator. The teams evaluated the entire building envelope from roof to basement and recorded the condition of interior finishes and any unique features. The discovery of architectural, mechanical, and electrical deficiencies requiring urgent attention was unexpected. For example, a small exterior exit door from a lower level library had lost its water seal and was allowing free entry of water to the stairway. As a result of this discovery, the door was replaced and is now watertight. Other problems discovered included mis-wired electrical circuits and malfunctioning mechanical and plumbing equipment.

PRIME also worked with the assessment team and OSU to develop the format of the date collection forms to maximize the usefulness of the collection process and data distribution.

PRIME evaluated the existing roof structure and provided detailed design for rehabilitation of the wooden roof system of Ludowici Roof Tile’s 120-year-old tile factory. Many parts of the wooden roof system were very distressed due to warping, humid environment, general aging, poor design when first constructed, and abuse over the years. PRIME developed a repair scheme which avoided the downtime that would have been experienced if the roof system would have been replaced as advised by others. The resulting construction cost was $400,000, which saved the owner approximately $2 million compared to the roof replacement recommended by other consultants.

PRIME’s Structural Engineer evaluated the existing first floor of the laundry facility (Building #25) for the productive storage/assembly line facility. The existing laundry facility is a single-story reinforced concrete structure.

PRIME reviewed as-built drawings and analyzed the existing structural elements for available live load carrying capacity and compared the result with the stress from the 9 kips of loaded forklift live load loading.

PRIME prepared a report that summarized load-rating analysis for the existing floor and loading dock, study findings, design recommendations, and estimated cost.
