Mr. Carl has over 35 years of transportation engineering experience, is a highly experienced bridge engineer, and has managed many large scale transportation engineering projects during his career. He holds a Bachelor of Civil Engineering degree from the University of Delaware and is a registered Professional Engineer in several states.

Mr. Carl’s work experience includes positions as Chief of Structures Division for KCI Technologies where he was in charge of all bridge-related engineering activities throughout the company and founding branch manager for the Pennsylvania operations of Johnson, Mirmiran & Thompson (JMT). Early in his career, Mr. Carl spent 8 years with the Bridge Department at the Maryland State Highway Administration. His prior experience includes work on major projects in Maryland, Pennsylvania, Delaware, District of Columbia, and Virginia as well as for the U.S. Army Corps of Engineers (USACE).
